The North East Combined Authority is committed to tackling fuel poverty and accelerating retrofit across the region. The North East Warm Homes One Stop Shop builds on the success of the previous programme Home Energy Advice North East and is funded through the North East Combined Authority Investment Fund.
Energy Saving Trust (EST) are leading the service with a consortium of Groundwork North East and Cumbria (Groundwork), Community Action Northumberland (CAN) and Warmworks. The service runs until March 2027 and offers both digital and in-person support. It is open to all residents across the seven local authority areas, with a particular focus on supporting those in fuel poverty and poor-quality rented housing.
Warm Homes Advice and Support
Residents can access advice through a range of convenient channels, including online, via a freephone helpline, or through in-person home visits for those who require tailored support. To make an initial enquiry, individuals can visit the North East Warm Homes OSS website or call 0808 175 9345 to speak directly with an advisor.
Expert advisors are on hand to provide impartial guidance on energy-saving improvements, assist with accessing grants and funding, and help residents understand their retrofit options. They also offer support with planning and provide advice on how to operate new low carbon systems once installed.
In-person support is delivered by Groundwork and CAN, offering residents a free, no-obligation home assessment. Qualified Energy and Retrofit Advisors provide personalised advice and help eligible households access funding for energy efficiency measures.
For those ready to proceed with installations, Warmworks delivers a comprehensive end-to-end retrofit service. This includes coordinating the installation process, ensuring quality through post-installation checks, and offering ongoing customer care and guidance on using new systems effectively.
Residents who prefer a more independent approach can access flexible online and telephone support. The North East Warm Homes One Stop Shop website features the Homewise tool, which generates a tailored energy improvement plan based on the resident’s home, budget, and goals. Advisors remain available to help explore funding options and provide post-installation advice on operating new systems.
This multi-channel, customer-focused approach ensures that all residents, regardless of their circumstances, can access the support they need to make their homes warmer, more energy efficient, and more affordable to run.
Supply Chain Development
Warmworks also leads on developing the regional retrofit supply chain, working with local stakeholders to build capacity, support training, and ensure high-quality delivery across the North East.
