An introduction from North East Mayor Kim McGuinness
My vision for the North East is for our region to become the home of real opportunity, a place where everyone thrives.
This 10-year plan sets out my vision to create tens of thousands of new good jobs for local people as we grow our economy, empower business and raise living standards.
This means maximising growth where the North East has unique advantages and expertise – including in green energy, automotive, AI and the creative industries – whilst also backing SMEs and the foundational economy.
As the first North East Mayor I will unlock world-class opportunities and build inclusivity into every element of our economy, ensuring that – even as our trailblazer region contributes ever more to the UK’s economic success – we do so in a manner that improves lives for all.
The plan is underpinned by major programmes including our AI Growth Zone and our inaugural Mayoral Development Zone.
Why it matters
This plan is about real change for real people. It’s about making sure the North East isn’t just part of the UK economy—it’s leading it. Together, we’ll create a region that works for everyone.

Five key Missions are at the heart of all that we do, and underpin the Local Growth Plan:
Home of real opportunity
Every child will have access to opportunity, while we will also have seen an improvement in skills, digital inclusion and health outcomes alongside a substantial reduction in child poverty.
A North East we are proud to call home
More affordable and social homes will have been built, alongside a green, integrated, transport network which connects everyone.
Home to a growing and vibrant economy for all
Thousands more good jobs will have been created, contributing to higher levels of employment and rising take-home pay.
Home of the green energy revolution
The North East will be at the forefront of the low-carbon economy, with the region a national leader on the path to net zero.
A welcoming home to global trade
We will continue to welcome international companies to the North East, exceeding national average levels of Foreign Direct Investment, whilst also seeing the proportion of international visitors increase.

As part of publishing the Local Growth Plan, a strategic evidence base, is now live on the North East Evidence Hub.
This evidence base brings together regional insight to strengthen the Local Growth Plan providing a clear and accessible picture of our economy, communities, and growth potential.
